Access
- Admission and membership to the Library is open to all staff and students of the University; and some registered members of community, especially Library Outreach Partners.
- Â
- Briefcases, bags, umbrellas and other similar items must be left at the
entrance with the Security Guards. - Â
- At the discretion of staff, Clients dressed in a manner deemed not befitting
the Library environment will not be allowed in the Library. This includes putting
on bathroom slippers. - Â
- Opening hours and services available will always be displayed at the
entrance of the library and at various notice boards on campus.
Borrowing
- Â Only fully registered staff, students and community members will be allowed to borrow items from the Library.
- Â
- Items available for loan may be borrowed, within the limits specified for each borrower category, on production of a valid Library Number or User Names.
- Â
- No item may be removed from the library until the appropriate borrowing procedure has been completed.
- Â
- Items restricted to use in the library will be taken out only when special permission is granted by the Librarian or one of the Assistant Librarians.
- Â
- Library staff may restrict the circulation of any item of library stock anytime
due to the prevailing item circumstances, such as damage, demand and
reservations. - Â
- Borrowers are responsible for all items issued against their names or Library
Numbers. - Â
- The Library may recall an item at any time if it is required for special
purposes. Failure to return a recalled item by the required date will result in a
fine determined by the Librarian. - Â
- A fine of 1000/= (one thousand Ugandan shillings) will be levied for late
return of items on loan per day. - Â
- Borrowers may renew loans, provided that the items in question are not
wanted (put on hold) by other readers. - Â
- All items on loan must be returned and fines cleared before one seeks
clearance from the Library at the end the course, tenure or expiry of
membership. - Â
- All persons on leaving the library must allow the library staff to examine all
library material in their possession; and also, to see the contents of all cases,
bags, and other receptacles they may be carrying. - Â
- Lost books will be charged at full replacement value plus administration
costs. - Â
Use of IT Resources
- Do not unplug computers accessories or plug in personal accessories /gargets without due permission from the Staff.
- Â
- Ensure that your work is not left on the computer, as it can be deleted any
time. - Â
- Never share your network ID and password with anyone else.
- Â
- Don’t view, send or download anything offensive.
- Â
- Reservations of computers can only be done through the Systems Librarian.
- Â
- Remember the Library’s online services are for academic use only and must not be used for any commercial purpose.
- Â
- Always follow copyright law and don’t plagiarise
General Rules

Circulation
- A book can be renewed for further one term if the book is not being
reserved by anyone. - Â
- A book that is temporarily in special demand may be lent for a shorter period than the prescribed period. The Librarian may at any time terminate the loan / reduce the loan period as the time demands.
- Â
- Reference Books can only be used in the Library
- Â
- Members are not allowed to sub-lend the books borrowed from the library.
- Â
- The person in whose name a book/periodical is issued will be held responsible for the care of the same. He/ She will have to bear the compensation for any damage or loss.
- Â
- No book shall be issued which is not in good condition for safe handling. The condition of books will be decided by the Librarian.
- Â
- Periodicals are regarded as reference books and are not issued normally.
- Â
- Newly procured books are displayed for at least 3 days and will not be issued out during this period, but can be reserved or put hold, and borrowed at the end of the display period.
- Â
- If a book/book borrowed from the Library is/are lost, the matter must be reported to the Librarian immediately. The member will have to replace the same or a later edition of the same book lost/ damaged.
